VII.     NATIONAL HOSTING POLICY

United States Broomball Association National Championships

The USBA is a national, non-profit organization.  The organization is governed by an Executive Committee that is duly elected by its members and serve for a term of two years.  The organization is further reviewed by a Board of Directors, who are locally elected officials from throughout the United States.  The National Championships have been awarded since 1995.

In recognition of the EVENT importance for national competition, this shall be a four (4) day event.  The tournament willon the first day of competition with anng ceremony, presenting the teams and their players.  A hosted, social gathering will be included on the second night to build camaraderie among broomball players from all parts of the country.  The tournament will conclude with the final games and an awards presentation.

Booth space will be available at the event site for all manufacturers, league and team representatives to promote and sell their products.  There will be a fee for booth space. 

The USBA offers the following guidelines for the National Championships and Hosting Bid submission.

Day One –

                Team arrival to Host City

                Referee certification clinic – 9 am to 2 pm

                Team captains meeting at 5 pm.  Rule clarification and team expectations.

                Team registration – 7 pm to 9 pm.  Hors d'oeuvres provided.

Day Two –

                ng Ceremonies at the arena – 9 am

                1st Game begins at 12 pm with games until 10 pm

Day Three –

                Games scheduled 8 am to 6 pm

                USBA Annual General Meeting – 7pm to 9 pm

                Tournament hosted Social – 9 pm to 12 am

Day Four –

                Games scheduled – 8 am to 2 pm

                Awards Ceremony – 3 pm

Tournament Format

7.1     The competition will be composed of teams from throughout the entire United States competing at various skill levels.

Men’s Elite level is a checking format in accordance with the USBA rulebook.  Men’s Intermediate, Men’s Recreational and all Mixed levels are non-contact according to the USBA rulebook.

Women’s, Collegiate and Juniors Divisions are anticipated being added in future events.  These divisions will have goals of four (4) teams each to start.

7.2     Standard pool play shall be used through all preliminary rounds.  Teams advancing from pool play will be placed in a single game elimination format with the winners advancing to the title game in each division.

7.3     Teams shall be made up of registered members who are in good standing with the USBA.  Registered players are determined by membership application received prior to National Tournament start date.

7.4     Player level is determined by previous USBA membership registration and team level played on.

7.5     Elite teams are defined as having three (3) or more registered elite players on the roster.

7.6     Intermediate teams are defined as teams previously registered as intermediate level with players registered as such and are allowed to have a maximum of two (2) registered elite players on their roster.

7.7     Recreational teams are defined as teams previously registered as recreational level with players registered as such.  The roster is allowed to have two (2) registered intermediate players and no registered elite players.

7.8     All players may play on ONLY one (1) team per division during the National Championships.

USBA Responsibilities

7.9     The National Championship site shall be awarded by a majority vote by the Board of Directors of the USBA at the Annual General Board Meeting no more than three (3) years prior to the tournament date.

7.10  The USBA shall provide an appointed Tournament Director to aid the host delegates in preparing their city and event site for the tournament.  The Tourney Director shall be the sole liaison to the USBA for the tournament host.

7.11  The USBA Tournament Director will aid the host in the selection of a host hotel.  Additional rooms will need to be negotiated to support the on ice and off ice officials that are required to operate the tournament.

7.12  The USBA shall coordinate and supervise the officials through the USBA Referee-in-Chief.  Officials will be selected based on their ability and experience.  Recommendations from member leagues and the host committee will be taken into consideration during the selection process.  Officials (or their local associations) are responsible for their own transportation to and from the tournament city.

7.13  The USBA Tourney Director shall prepare the tournament game schedule in accordance with USBA guidelines.

7.14  The USBA will provide pre-tournament packets to all interested teams and shall be the final decision for registration of teams.  The USBA Tournament Director shall collect all registration forms from participating teams and will inform teams of their entry status.  The USBA will supply authorized personnel for the registration night at the event.

7.15  The USBA will provide trophies/plaques for 1st place and runner-up in all divisions.  The USBA will provide a plaque for MVP at each level as well as an award for most inspirational player of the tournament.

Tournament Host Responsibilities

7.16  Any association, league or event promoter may apply to host the USBA National Championships.  A letter of intent to bid must be submitted to the USBA office by April 1st, three (3) years prior to hosting the championships.  A USBA Nationals Hosting Application must be submitted to the USBA office by April 1st, two (2) years prior to hosting the championships.  USBA league level membership will be required to be in place for final bid to be awarded to applicant.

7.17  The host must provide a minimum of two (2) regulation ice sheets within reasonable travel distance of each other.  The arena(s) must have regulation nets and ice marking in accordance with the USBA rulebook.  The host shall also provide a minimum of 24 regulation broomballs to be used during tournament play.

7.18  The arena(s) shall have adequate seating capacity for spectators and have four (4) separate players dressing rooms and an official dressing room.

7.19  The host shall ensure that an adequate amount of premium ice time is available.  Game time will be between the hours of 8 am and 10 pm on all days.  NO games shall be started after 10:30 pm.  All ice costs will be the responsibility of the tournament host.

7.20  The host shall provide sufficient personnel to operate the admissions gate, timekeeper’s box, P.A. announcer, security services, medical services and tournament information booth.

7.21  The host shall provide an identification system to allow players, coaches, delegates and tournament officials, access to tournament facility.  This ID can be tied into social event admission if so desired.

7.22  The host shall provide a current tournament statistics board giving updated game scores and division standings.  Each board shall be 22” x 42” – one for each division.

7.23  The host shall provide a tournament program that shall include a game schedule, team biography, previous tournament winners list and sponsorship advertisements.

7.24  The host must ensure there is adequate food concessions at all arenas.

7.25  The host shall secure the host hotel in accordance with USBA guidelines.  USBA Tournament Director can assist in information as to particulars needed.  The host will be responsible for providing rooms for Tournament Director, Referees and Head ScoreKeeper.  A meeting room shall also be made available as needed.

7.26  The host shall be responsible for referee game fees to be paid at certification rates.  The host shall provide transportation for officials (rental car or rental per diem) while at the event.

7.27  The host shall submit a final statistical report to the USBA Secretary within 30 days of the completion of the tournament.

7.28  The host may request and collect performance bonds (if deemed necessary) from all participating teams to cover the conduct of their players and representatives.  These bonds are payable by certified check or money order and are due a minimum of 90 days prior to the championship.  Said bonds will not be cashed but held in trust.  Return of bonds (less any money retained for damages) will be made within 30 days after the completion of the tournament.

7.29  The host shall submit a financial report to the USBA Treasurer within 30 days of the completion of the tournament.  This shall be for any payable due to the USBA for rights and royalties used in the performance of the event.

Participating Team Responsibilities

7.30  All players must be registered USBA members and in good standing.

7.31  All players may be allowed to play on ONLY ONE (1) team per division throughout the tournament. Please refer to Sec. 7.1 for team clarification.

7.32  Team representatives must ensure that any performance bond (required in Sec. 7.28) is sent to the tournament host by deadline date.

7.33  Teams shall be responsible for all members of their delegation and ensure they conduct themselves in a proper manner for the duration of the championship event.

7.34  Teams/players are responsible for all accommodations, meals and travel.  In the event that outstanding bills or damage occurs, moneys will be deducted from the performance bond or charged to the team representative’s credit card.

7.35  Teams are responsible for team uniforms and need to follow rules governing this area.  Matching jerseys with numbers on back (no duplicate numbers will be allowed), matching pant color, broomball shoes and helmets are all required.

Advertising and Financial

7.36  The USBA shall perform the advertising campaign to the national level.  This will include announcement of the bid being granted to the host association and the Host City through the USBA quarterly newsletter published and sent to all association members and leagues.  Posting of the event on the USBA web site will be made available immediately and a USBA contact person will be identified for teams to obtain tournament information through.

7.37  The USBA shall be paid $45.00 per team from registration fees by the tournament host.

7.38    Pre-tournament team information packages will be mailed out from the USBA office to all contact names on the USBA mailing list.  Funds for processing and postage of the packages shall be the responsibility of the tournament host.

7.39   Use of the USBA logo for advertising will be approved solely by the USBA Executive and the USBA Promotions Committee.  A 10% licensing fee or $100 (whichever is greater) shall be paid to the USBA for use of the logo on any tournament souvenirs.

7.40    National USBA advertising sources are the sole property of the USBA.  Adequate banner space shall be allowed for at the event site for all USBA national advertisers.  Any overlap of local sponsorship will be allowed and fees paid to the USBA in the amount of 10%.

7.41   Retail booth space shall be made available to any interested Manufacturer, local retail establishment or participating team.  The cost of each booth for the event duration shall be $100.  15% of each booth fee sold shall be directed to the USBA.  The USBA shall be given a booth space for promotion of the association and membership registration.
